The Human Resources Administration Division (HRA) provides expertise in HR policy and practices to help agencies attract, develop and retain a high performing workforce and enhance operational performance. Core services include administration of the state flexible benefits program, development of fair and consistent compensation practices, guidance in the state performance management process, compliance with the State Personnel Board rules and policies, and additional resources and tools for workforce development. HRA helps state agencies drive employee performance to increase workforce productivity. |

CANDY SARVIS

Candy Sarvis serves as Deputy Commissioner of Human Resources Administration, a division of the Department of Administrative Services created on July 1, 2012. Prior to joining DOAS, she served as Interim Commissioner and Director of Legal Services for the State Personnel Administration. Ms. Sarvis began her public sector career at the Department of Corrections where she served over a number of years as Assistant Counsel, Supervising Counsel, Acting Assistant General Counsel and HR Director. She has served Georgians in the public sector for eight years, focusing exclusively in public employment matters.
Ms. Sarvis has a B.S. in economics from the University of Texas at Arlington, and a J.D. from the University of Texas at Austin. |

SHERMA FRANCIS

Sherma Francis is the Director of Policy and Compliance for the HRA Division of the Department of Administrative Services. With over 24 years HR experience, Ms. Francis has served in various leadership capacities in the design, implementation and administration of statewide programs and policies, including salary planning, HR audit, performance management, talent acquisition and PeopleSoft HCM support.
Ms. Francis earned a Bachelor of Science in public administration from Northeastern University in Boston, Massachusetts. She holds several certifications as a paralegal and mediator, an executive level human resources professional from the International Public Management Association (IPMA), and a salary administrator from World at Work, where she is also working towards completing her certification as a Compensation Professional (CCP). |

JENNNIFER KENNINGTON

Jennifer Kennington is the Director of Compensation and Benefits Administration for the HRA Division of the Department of Administrative Services. She is responsible for management of the Flexible Benefits Program, the Faithful Service Awards Program, the State Charitable Contributions Program (SCCP), and the Job Classification and Compensation Programs, which include labor market research and data analysis.
Ms. Kennington has a Bachelor of Science in business administration with an emphasis in human resources from Auburn University in Montgomery, Alabama, and is a certified Senior Professional in Human Resources from the Society of Human Resource Management (SHRM). She is currently working towards completing her Certification for Benefits Professionals (CBP). |

JACQUI LINDSAY

Jacqui Lindsay is the Director of HR Enterprise Services for the HRA Division of the Department of Administrative Services. As a career HR professional, Ms. Lindsay has worked in the private and public sectors. She started working in HR nearly 20-years ago in the hospital/health care environment and has a wide range of experience in the areas of employee relations for both unionized and nonunionized workforces, benefits administration, compensation, recruitment, performance management, and policy development and interpretation.
Ms. Lindsay began her career in Georgia state government in 2007, and has held management and leadership positions with the Department of Administrative Services and the Department of Community Health. She has a Bachelor of Science in labor and industrial relations from Pennsylvania State University in University Park, Pennsylvania. |
