| Human Resources Administration – Board Rules, Policy and Compliance |

The Human Resources Administration Division supports state government in operating within a framework of uniform personnel policies and practices. The Division provides expertise in state and federal regulatory compliance issues.
These services include: assistance in the development of agencies’ personnel policies; guidance on regulatory compliance issues such as FMLA, FLSA, ADA, and EEO, among others; and technical assistance in complying with State Personnel Board Rules covering classified and unclassified employees. |

Purpose of Rules & Regulations of the State Personnel Board |
| |
The purpose of these rules is to implement and to give effect to the provisions of Article IV, Section III, Paragraph I of the State Constitution of 1982, the Merit System Act (Ga. Laws, 1975, p. 79, as amended), and O.C.G.A. section 45-20-1 in achieving the following objectives:

To establish in the state a system of personnel administration based on employee merit; |
|
|
To attract, select, and retain the best employees without regard to political influences; and |
|
|
To foster the overall effectiveness and efficiency of state government. | |

State Personnel Board Members |
| |
The State Personnel Board is responsible for determining the appropriate statewide human resource management goals, ensuring that policies and rules are in place to effectuate such goals, and reviewing adverse personnel actions as the Board deems appropriate. Members of the State Personnel Board are appointed by the Governor for five-year terms. |

Meetings |
| |
"The State Personnel Board Meetings" are generally scheduled for the second Tuesday of each month. If a meeting is cancelled, a “C” will be placed in the column for that month.
"The Employee Benefits Council Meetings" are generally scheduled to immediately precede the State Personnel Board Meeting. If a scheduled meeting is cancelled, a “C” will be placed in the column for that month. | |

The Inclement Weather Policy prescribes uniform procedures for the closure of state offices and the treatment of employee absences from work during periods of inclement weather and other emergencies. |

Substance Abuse Testing Program |
| |
The Human Resources Administration of DOAS assists in statewide substance abuse screening of applicants and State employees by acting as a liaison between the testing laboratory, the Medical Review Officer and State agencies, authorities and other entities. The program provides testing policies and procedures that meet the highest standards in testing and conform to federal and state laws and regulations.

Medical & Physical Examination Program (MAPEP) Objective |
| |
As defined by 1981 Opinion of the Attorney General Number 81-23, the legislative intent of O.C.G.A. 45-2-40 is:
| |
To insure that the prospective employee will be physically capable of carrying out the duties of his or her appointment; |
| |
To protect the prospective employee from possible harmful effects associated with his employment, which may arise by virtue of a particular preexisting physical malady; and |
| |
To protect the state from potential liability under workers' compensation laws for conditions arising after employment, but caused in whole or part by preexisting physical conditions. | Additionally, the MAPEP is designed to provide a consistent, job-related process for determining and applying the medical and physical standards of the state and to provide for administrative procedures that are straightforward, clear and minimal. |
